About this opportunity
The City of Raleigh, North Carolina, Emergency Communications Department is requesting proposals for annual cleaning services of 53 emergency call center console workstations under RFP due November 13, 2026 at 5:00 p.m. EST, with written questions due October 30.
The scope includes vacuuming and sanitizing all interior and exterior surfaces of consoles using HEPA-certified, eco-friendly cleaning solutions; inspecting and reporting on console structural integrity, alignment, fans, control panels, doors, hinges, lights, fasteners, and electrical connections; and performing minor repairs such as re-fastening console legs and tightening screws or bolts on consoles and chairs. Work is expected to require 3–5 business days during standard business hours (8:00 a.m. to 5:00 p.m.), rotating among stations to minimize disruption to 911 operations.
Contractors must demonstrate a minimum of three to five years of experience performing similar services in 911 or public safety dispatch centers. All employees must complete background checks and obtain Criminal Justice Information Services (CJIS) certification. The City requires commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, and worker's compensation with statutory limits.
Evaluation uses a two-stage process: corporate background and experience (20 points), firm financial stability (20 points), project understanding (20 points), project approach (15 points), team firm experience (10 points), and proposed cost (15 points), with potential interviews or demonstrations worth up to 5 additional points. The City will evaluate based on best value rather than lowest price. Evaluation meetings are anticipated for weeks 5–6 following the RFP date, with selection tentatively scheduled for December 1, 2026. Pricing must be submitted on the provided Proposal Cost Form in a sealed envelope separate from the main proposal.
