About this opportunity

The California Department of Fish and Wildlife is requesting bids on anadromous fish carcass removal services at three hatchery locations (Feather River in Oroville, Nimbus in Gold River, and Mokelumne River in Clements) under an IFB with bids due August 11, 2026 at 5:00 p.m. (PT). Bidders may submit proposals for one, two, or all three locations, with each hatchery awarded to the lowest responsive bidder. Questions are due August 4, 2026.

A five percent Small Business preference applies, and a DVBE incentive of up to five percent is available. The contract term runs September 1, 2026 through June 30, 2029.

The scope requires the contractor to remove surplus anadromous fish carcasses from CDFW-operated hatcheries on scheduled transfer days by 3:00 p.m., with CDFW providing at least 48 hours' notice. The contractor must provide vehicles, forklift-capable bins (49" × 41" × 29", 1,500-pound capacity), and all transportation and third-party disposal. Fish volumes vary seasonally, ranging from 3,000 to 5,000 pounds early in spawning season to 40,000 pounds at peak, averaging 15,000 pounds per pickup. Contractors bidding multiple hatcheries must confirm disposal capacity for combined peak volumes up to 120,000 pounds. The contractor must secure disposal agreements with landfill, rendering, or incineration facilities capable of accepting daily maximum volumes. No refrigerated trailer storage exceeding 24 hours is available on-site; trailers must be self-contained as utilities are unavailable. Pricing is per-fish-pickup at fixed rates throughout the contract term across three fiscal years.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers Compensation ($1,000,000). Compliance with DOT, California Vehicle Code, CHP, and California Health and Safety Code is mandatory. An optional food bank donation track requires submission of a detailed HACCP plan ensuring continuous temperature control at 41°F or below. Bid opening is August 13, 2026; anticipated award is August 24–28, 2026.
