About this opportunity
Syracuse Housing Authority is requesting bids for siding and window replacements at James Geddes Row Houses under IFB B26005, with bids due August 27, 2026 at 10:00 a.m. EST and a mandatory pre-bid conference and worksite walk-through on July 29, 2026 at 11:00 a.m. EST. Award is on a low-bid basis contingent upon responsiveness and responsibility evaluations. Davis-Bacon federal wage rates apply; contractors must demonstrate efforts to utilize minority-owned, women-owned, and small businesses in performance.
The scope is complete siding and window replacement—labor, materials, and equipment—across multiple residential properties at 516 Burt Street, Syracuse, NY 13202. Work must commence within 180 calendar days of the Notice to Proceed and be completed within that same 180-calendar-day period, during normal hours of Monday through Friday, 8:00 a.m. to 4:30 p.m. EST. Pricing is submitted as a firm-fixed-fee with deductive alternates available for cost reduction; no price escalation is permitted except through approved change orders.
The Agency anticipates contract awards exceeding $100,000. Progress payments are made at 30-day intervals based on work completion percentage with a 5 percent retainage held on all progress payments; payments are based on HUD forms and certified payroll documentation. The successful bidder must provide a bid bond equivalent to 5 percent of the bid price and upon contract award must provide either a 100 percent performance and payment bond, separate 50 percent bonds, a 20 percent cash escrow, or a 25 percent irrevocable letter of credit. Questions are due August 14, 2026 at 3:00 p.m. EST. All work must comply with local, state, and federal codes, OSHA regulations, and Equal Employment Opportunity requirements.
