About this opportunity

The City of Palm Desert, together with the Successor Agency to the Redevelopment Agency of the City of Palm Desert (SARDA), is requesting proposals for residential development of six vacant parcels totaling approximately 1.73 acres along San Antonio Circle, San Clemente Circle, and Alessandro Drive, with proposals due November 2, 2026 at 2:00 p.m. Pacific Time. This is a non-financial-offer stage solicitation; pricing and financial capacity are deferred to interviews with up to three finalists.

The six parcels consist of four SARDA-owned properties (approximately 1.19 acres) and two City-owned properties (approximately 0.54 acres). Respondents may propose development of all six parcels, either of two identified parcel groups, or individual parcels. The City seeks residential concepts compatible with the Downtown Edge Transition Overlay district that respect surrounding single-family neighborhood character, including single-family homes, townhomes, missing-middle housing, low- to moderate-density multifamily rental, and mixed residential formats.

Proposals must address development qualifications, design concepts, implementation approach, and feasibility. Respondents bear sole responsibility for independent due diligence, including environmental assessment, utility verification, zoning compliance, and infrastructure analysis. Properties are offered on an "as-is" basis.

Evaluation criteria are development concept and design quality (25 points), developer qualifications and experience (30 points), implementation approach and feasibility (20 points), housing and community benefits (15 points), and proposal completeness and responsiveness (10 points). The City will advance up to three highest-ranked respondents for interviews, at which stage financial offers, proposed purchase prices, and business terms will be solicited. Any resulting transaction requires City Council and/or SARDA governing board approval and will be documented through instruments such as an Exclusive Negotiating Agreement, Purchase and Sale Agreement, and Disposition and Development Agreement. Questions are due October 12, 2026. Submission is electronic through the City's OpenGov Procurement portal.
