About this opportunity

The Albany Pine Bush Preserve Commission is requesting proposals for chemical and mechanical treatment of invasive plants on up to 260 acres across Albany, Colonie, and Guilderland, New York, with proposals due July 17, 2026. A 30% Minority and Woman-Owned Business Enterprise (MWBE) contracting goal applies. Prior contractors AMRO Forestry and Labella Associates have received identical or substantially similar contracts within the past five years.

The scope comprises three treatment categories: Low Volume Foliar application to 110 acres of scrub oak and invasive plants between September 7 and October 9, 2026; foliar treatment of Japanese knotweed across 1.5 acres at seven sites between August 17 and October 9, 2026; and cut stump chemical treatment of up to 145 acres of invasive trees (primarily black locust and aspen) between September 28 and December 31, 2026. Proposals must include hourly rates for two-person crews and per-gallon chemical costs for Arsenal, Krenite S, and Accord. All personnel must hold current New York State Certified Pesticide Applicator Licenses and demonstrate ability to identify target and desirable vegetation. The contractor assumes full responsibility for EPA herbicide label compliance, federal and state regulations, DOT hazardous material regulations, DEC wetland permit conditions, spill containment and cleanup, herbicide disposal, and agency notification in case of uncontrolled releases. Contractor liability and workers' compensation insurance are required.

Foliar treatment work is not subject to prevailing wage rates; cut stump work using power tools is subject to New York prevailing wage requirements. Evaluation is weighted 70% technical ability and 30% total cost, with award generally to the lowest qualified bidder. Self-guided or accompanied site visits are available upon request.
