About this opportunity

The Palm Beach County Department of Airports is requesting proposals for civil engineering consultant services under RFP DOA 26-8, with proposals due July 22, 2026 at 3:00 p.m., and a non-mandatory pre-proposal conference held July 1, 2026. Up to three firms will be selected on a qualifications-based selection process under the Consultant's Competitive Negotiations Act (CCNA). CCNA certification is required prior to submission.

The scope encompasses horizontal infrastructure design, investigative services (survey, geotechnical, drainage), construction administration, construction management, construction engineering and inspection, cost estimation, and staff augmentation across four county airports: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). All designs must comply with resiliency and sustainability requirements per Palm Beach County Policy CW-O-093 and Florida Statutes 255.2575. Services must adhere to FAA, FDOT, and applicable federal, state, and local codes and regulations.

The contract term is two years with three optional one-year renewals at the County's discretion. No minimum compensation is guaranteed; compensation is task-by-task through individual Consultant Service Authorizations (CSAs) structured as fixed price/lump sum or time-charge/not-to-exceed, with labor rates capped at actual hourly raw labor rates multiplied by overhead and profit factor. A Small Business Enterprise participation goal of 20 percent applies to local-only funded CSAs, while DBE goals will be established per funding source for each CSA.

Selection criteria: firm qualifications and past performance (50 points shortlist, 35 points final), project approach and understanding (20 points shortlist, 35 points final), and volume of work awarded by the County over four years (10 points both phases). Required insurance includes Commercial General Liability and Professional Liability at $5 million each. Questions are due July 13, 2026 at 3:00 p.m. Proposals must include one original, six bound copies, and one electronic PDF copy on flash drive. Addendum No. 1 and Addendum No. 2 modify the original RFP and must be signed and attached to all proposals.
