About this opportunity

Palm Beach County Department of Airports is requesting proposals for airport civil engineering consultant services under RFP DOA 26-8, with proposals due July 22, 2026 at 3:00 p.m. and a non-mandatory pre-proposal conference on July 1, 2026 at 11:00 a.m. The county will select up to three firms under a two-year initial contract with three optional one-year renewals, with services assigned task-by-task through Consultant Service Authorizations at the county's discretion.

A minimum 20% Small Business Enterprise participation goal applies to CSAs funded solely with local funds; DBE participation goals will be established for each CSA eligible for federal or state funding. All proposers must hold CCNA certification from the county's Engineering and Public Works Department before submission.

The scope encompasses horizontal infrastructure design, investigative services (survey, geotechnical, drainage), construction administration, construction management and inspection, cost estimation, and extension-of-staff services across four county-owned airports: Palm Beach International, Palm Beach County Park, North Palm Beach County General Aviation, and Palm Beach County Glades. All projects must comply with county policy PPM CW-O-093 and Florida Statutes 255.2575 resiliency and sustainability requirements, as well as FAA, FDOT, and applicable federal, state, and local codes.

No minimum compensation is guaranteed. Compensation is negotiated per CSA using fixed price/lump sum or time charge/not-to-exceed arrangements, with labor rates subject to audit and adjustment based on actual costs. Rates may increase up to three percent annually after the initial two-year period if supported by Consumer Price Index data. Consultants must carry Commercial General Liability, Business Automobile Liability, and Professional Liability insurance each of $5 million.

Evaluation criteria for the short list (35 points each) are ability and past performance and project approach and understanding; volume of previous county work over four years accounts for 10 points. Final selection criteria weight ability and past performance at 50 points and project approach at 20 points. Questions are due July 13, 2026 at 3:00 p.m. to rfi@pbia.org. Addendum No. 1 issued June 26 requires signed certification and disclosure forms and OSBD Schedules 1 and 2 documenting SBE participation.
