About this opportunity

Palm Beach County Department of Airports is requesting proposals for civil engineering consultant services supporting four county-owned airports (Palm Beach International, North Palm Beach County General Aviation, Palm Beach County Park, and Palm Beach County Glades) under RFP DOA 26-8, with proposals due July 22, 2026 at 3:00 p.m. Up to three firms will be selected; a non-mandatory pre-proposal conference is scheduled for July 1, 2026 at 11:00 a.m., with virtual participation available.

A mandatory 20% Small Business Enterprise (SBE) subcontracting goal applies to the total dollar value of service authorizations funded by local sources only. All federally or state-funded work is subject to 49 CFR Part 26 DBE compliance, with DBE participation goals set on a per-Consultant Service Authorization basis. All proposers must obtain CCNA certification from the County's Engineering and Public Works Department as qualified design professionals prior to submission.

Services are assigned on an as-needed basis through individual CSAs covering horizontal infrastructure design, investigative services (survey, geotechnical, drainage), construction administration, construction management and inspection, cost estimation, and extension-of-staff support. Compensation is determined task-by-task through CSAs as fixed price/lump sum or time and materials with not-to-exceed amounts; labor rates cannot exceed actual hourly raw labor rates multiplied by an overhead and profit factor. No minimum compensation is guaranteed.

The contract term is two years with three optional one-year renewals at the County's discretion. Insurance requirements include Commercial General Liability, Business Automobile Liability, and Professional Liability at $5 million each; Workers' Compensation per Florida Statute Chapter 440. Proposers must comply with resiliency and sustainability requirements per PPM CW-O-093 and Florida Statute 255.2575, utilizing the Southeast Florida Regional Climate Change Compact's Unified Sea Level Rise Projection.

Evaluation criteria for short-list selection weight firm qualifications and past performance at 35 points, approach and understanding at 35 points, and volume of previous County work over the past four years at 10 points. Final selection reweights qualifications and past performance to 50 points and approach to 20 points. All proposers must register in the County's Vendor Self Service system and certify federal debarment, lobbying, tax liability, and trade restriction compliance.
