The contract covers five vending machines—three post-security in the sterile hold room and up to two in pre-security areas—to be operational when the airport's new commercial terminal opens for its first commercial airline flight on November 11, 2026.
The concessionaire must provide, install, operate, and maintain all machines at no cost to the City. At least one machine must be dedicated to travel essentials and one to fresh food offerings. All machines must meet ADA accessibility requirements and operate during all terminal hours with 24/7 capability. Service response times require restocking within 4 hours of notification and machine outages restored on-site within 4 hours or replaced within 24 hours. The concessionaire proposes a concession fee percentage of no less than 10 percent of Gross Revenues (all sales proceeds excluding separately stated sales taxes), with monthly reporting due by the tenth day following each month and payment due within five days thereafter.
Pricing must be fair, reasonable, and generally consistent with local market pricing, not exceeding average local retail prices by more than 10 percent for comparable products. Prohibited items include alcohol, tobacco, cannabis, firearms, and any products banned by Airport policy. The concessionaire must carry Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, Workers' Compensation insurance with Texas statutory limits, and Business Automobile Liability insurance with a combined single limit of $1 million.
Evaluation weights: Qualifications and Experience (20 points), Equipment, Operations, and Management Plan (40 points), and Pricing Structure (40 points). The City reserves the right to terminate the contract without cause upon 30 days' written notice.
