The scope encompasses cleaning of approximately 34 heat pumps at the Police Department and Air Handling Units and associated air distribution components across the six fire stations to remove accumulated dust, debris, and contaminants and improve indoor air quality and system efficiency. Services must be performed on a lump-sum basis for each facility location and minimize disruption to police and fire operations. All work is anticipated to commence in fall 2026.
Bidders must assign a minimum of one Air Systems Cleaning Specialist (ASCS) certified technician to the project and maintain active membership in good standing with a trade association. Contractors must provide proof of appropriate licenses, certifications, and insurance coverage (general liability, automobile liability, and workers compensation). All personnel must be vetted by the Meriden Police Department prior to commencing work. Bid prices must include all labor, equipment, materials, supervision, transportation, and incidentals; the City is tax-exempt and bids must exclude federal excise taxes and state sales and use taxes. Each bid must be accompanied by a Bid Bond in the amount of ten percent of the bid amount. Questions are due September 9, 2026 at 4:00 p.m. Bids are submitted electronically via the City eProcurement Portal. Payment is made no less than thirty days following completion of services. No bidder may withdraw its bid within ninety days of the bid opening date.
