About this opportunity

Los Angeles County Sanitation Districts is requesting proposals for AI and machine learning tools for sewer collection system analysis, with proposals due October 6, 2026 and a non-mandatory pre-proposal conference on August 27, 2026 at 9:00 a.m. via Zoom.

The scope expands on a pilot program launched in 2023 that deployed AI/ML tools with flow-monitoring data to detect blockages, generate alerts, and analyze inflow and infiltration. The pilot phase used up to 1,000 flow-monitoring sites to develop and tune algorithms. Going forward, the Districts plan to maintain approximately 300 flow-monitoring locations for ongoing analytics and seek to evaluate available AI/ML tools to determine how these technologies can be applied more broadly and effectively across collection system operations.

Questions are due September 1, 2026. Bid documents are available for download at https://qcpi.questcdn.com/cdn/posting/?projType=all&provider=7047059&group=7047059. The Districts have not disclosed an estimated contract value, contract term, or incumbent vendor.

Question Cut-Off Date: 09/15/2026 NOTICE IS HEREBY GIVEN that requests for proposals will be received by the Purchasing Agent of the Los Angeles County Sanitation Districts for AI AND MACHINE LEARNING TOOLS FOR SEWER COLLECTION SYSTEM ANALYSIS DESCRIPTION: The Districts are seeking to expand the use of artificial intelligence and machine learning (AI/ML) to improve the operation and maintenance of their wastewater collection system. Since 2023, the Districts have used AI/ML tools with flow-monitoring data to support blockage detection and alerting, and to analyze inflow and infiltration (I & I). During the pilot phase, up to 1,000 flow monitoring sites were used to develop and tune the existing AI/ML algorithms. Going forward, the Districts anticipate maintaining approximately 300 flow-monitoring locations for ongoing data analytics. Building on the experience gained through the pilot, the Districts are now seeking to evaluate available AI/ML tools and determine how these technologies can be applied more broadly and effectively to collection system operations. A non-mandatory pre-proposal conference is scheduled for: Thursday, August 27, 2026, at 9:00 a.m. Zoom Link: https://us02web.zoom.us/j/83078931849 To obtain and download electronic Bid Documents, please go to the following link: https://qcpi.questcdn.com/cdn/posting/?projType=all&provider=7047059&group=7047059 Any questions regarding this bid must be directed per the instructions listed within the bid package.
