About this opportunity
The City and County of Denver, Department of Aviation is requesting proposals for preconstruction and construction services on the AGTS Maintenance Facility Expansion at Denver International Airport, with proposals due August 12, 2026 by 2:00 p.m. MT and a mandatory pre-proposal conference on July 22, 2026 at 9:00 a.m. MT. Proposers must be prequalified in category 2B (General Building - Occupied Buildings) at the $50,000,000 monetary level and must request project-specific permission to bid — a gating requirement that filters the field significantly.
The City requires an 18% Minority and Women-Owned Business Enterprise (MWBE) participation commitment, with certified firms meeting requirements or demonstrating sufficient good faith effort. Prevailing wage, Denver Construction Careers Program requirements, and equal employment opportunity compliance are mandatory.
The scope encompasses structural upgrades including additional maintenance bays, expanded heavy and light maintenance capacity, and increased storage for larger Automated Guideway Transit System train configurations. The work also includes modernized power distribution systems, upgraded administrative and breakroom spaces, and sustainability-focused features such as energy-efficient lighting and HVAC systems. Construction will be phased to minimize disruption to ongoing airport operations.
The anticipated contract start date is January 2027, with a duration of approximately four years. A proposal guarantee of 5% of the maximum contract amount and Payment and Performance Bonds equal to 100% of the maximum contract amount are required. Evaluation is weighted across Cost Effectiveness and Pricing (15%), DEN Equity, Diversity, and Inclusion Plan (15%), Understanding the Project (15%), Proposed Work Plan and Approach (20%), Key Personnel and Ability to Respond (15%), and Company Experience and Qualifications (20%). Written questions are due July 29, 2026 by 2:00 p.m. MT. An optional site visit follows the pre-proposal conference at 10:00 a.m. MT on July 22.
