About this opportunity

The North Texas Municipal Water District (NTMWD) is requesting bids for aggregates under an annual contract with automatic renewal for up to four additional one-year periods, with bids due October 7, 2026 at 11:00 a.m. Central and a pre-bid meeting scheduled for September 23, 2026 at 11:00 a.m. Central via Webex.

The scope covers supply of cushion sand, pea gravel, mortar sand, sandy loam, gabion stone/riprap, crushed granite, decomposed granite, crushed limestone rock for embedment, flexible base, 3/8" crushed limestone, and crushed concrete to multiple facility locations within a 10-mile radius of twelve established delivery points across the North Texas region. Standard deliveries must occur within forty-eight hours of order placement during business hours (8:00 a.m. to 4:00 p.m. Monday–Friday), with lump-sum pricing required for off-hours and emergency deliveries (within twelve hours). Bidders must demonstrate one year of established business in aggregate delivery, capability to supply a minimum of 500 tons per order, adequate financial resources, and satisfactory performance and ethics records.

The initial contract term is one year with automatic renewal for four additional one-year periods under the same pricing, terms, and conditions unless NTMWD provides sixty days' written notice of termination intent, establishing a maximum total contract duration of five years. Unit prices must remain firm for a minimum of ninety days from bid closing and throughout the initial contract period. Price adjustments for renewal periods are subject to the Consumer Price Index for all Urban Consumers (Series ID: CUURS37ASA0, Dallas-Fort Worth-Arlington) with a minimum twelve-month interval between adjustments. All prices are quoted F.O.B. destination with transportation costs included. Bidders must provide three references from similar projects within the past three years, proof of appropriate insurance (Commercial General Liability, Automobile Liability, and Workers' Compensation with specified minimum limits), and certifications regarding conflicts of interest, equal opportunity compliance, and prohibitions on boycotting Israel, energy companies, and firearm industries. NTMWD reserves the right to award to the lowest responsive, responsible bidder or to split awards among multiple vendors and use secondary vendors if primary vendors cannot meet callout timeframes. Bids may be submitted electronically via ntmwd.bonfirehub.com, hand-delivered to the NTMWD Procurement Department in Wylie, Texas, or mailed.
