Bidders must be certified as Small Business Enterprises by the California Department of General Services, Office of Small Business and Disabled Veteran Enterprise Services — this is a restrictive set-aside.

The scope covers comprehensive janitorial maintenance for approximately 9,813 square feet at 4200 Capitola Road, Capitola, California, performed after DMV business hours Monday through Friday excluding state holidays. Services include daily cleaning and disinfection of high-touch surfaces, restrooms, and floors; weekly dust application; biweekly floor finish applications; quarterly deep cleaning of fixtures and vents; semi-annual blind washing and window cleaning; and annual carpet extraction and floor stripping/sealing. The contractor must provide personal protective equipment, floor machines, vacuum cleaners, carpet equipment, mops, and cleaning cloths; the DMV provides cleaning supplies, equipment, and materials through a chemical management system.

The contractor must pay minimum wages of $37.34 per hour (85% of state custodian compensation) plus blended benefits including health, dental, vision, holiday pay, vacation pay, sick pay, and retirement benefits, and must comply with Government Code Section 19134. The contractor must also comply with the Displaced Janitor Opportunity Act and the Property Service Workers Protection Act, including current registration with the California Department of Industrial Relations.

Monthly invoicing will be compensated at a rate to be determined in arrears upon receipt and approval of invoices. Commercial General Liability coverage of at least $1 million per occurrence and Workers' Compensation coverage with employer liability limits of at least $1 million are required. The contract term is thirty-six months beginning October 1, 2026, or upon contract approval. Written questions are due July 17, 2026 at 5:00 p.m., with responses released by July 20, 2026.
