Update #1 ·
The City of Riviera Beach Utilities District (RBUD) owns and operates an extensive water transmission and distribution system and wastewater collection and transmission system located within their water and wastewater service area. Within the City, there are many canals that the RBUD water and wastewater systems cross in an aerial fashion. These aerial pipe crossings vary in age from 32 years old to recent installations. Therefore, the standards by which these crossings were first constructed and the current physical condition of each of these crossings vary. In August 2010, under our Continuing Professional Engineering Services Contract, the RBUD authorized Barnes Ferland and Associates, Inc. (BFA) to perform an external evaluation of these (total of 22) aerial pipe crossings, assess their condition, report any deficiencies, recommend any necessary repairs, and rehabilitations and estimate the cost of such. In January 2017, the RBUD authorized BFA to update the BFA Aerial Crossing Rehabilitation Study performed in 2010. The purpose of this Technical Memorandum is to present BFAs findings and conclusions resulting from our updated evaluation and assessment of each of these aerial pipe crossings. Following the RBUDs review and concurrence with the results and recommendations of this Technical Memorandum, under the same authorization, BFA will prepare construction documents for the recommended repair and rehabilitations, prepare and submit necessary permit applications, assist the RBUD with the bidding, award and construction administration services related to the construction of the recommended repairs and rehabilitations. Existing Aerial Pipe Crossings There are a total of 22 aerial pipe crossings within the RBUD service area ranging in size from 8- inch to 36-inch diameter. Eight (8) of these pipe crossings convey potable water, five (5) convey raw water, eight (8) convey wastewater through force mains and one (1) conveys wastewater through a gravity sanitary sewer main. The locations of the aerial crossings are indicated by Map Number on Figure 1. In addition, Table 1 provides detailed information on each crossing location based on Map Number. Ownership of the canals varies between four jurisdictions; the City of Riviera Beach, the City of West Palm Beach Public Utilities, Northern Palm Beach County Improvement District, and the South Florida Water Management District. Unfortunately, there are no as-built or record drawing information available for any of the 22 crossings. Therefore, the information provided in this memorandum regarding the existing pipe types and pipe support systems is based solely upon field observations and field measurements. 2.2 Criteria for Evaluation BFA performed field evaluations of each of the 22 aerial pipe crossings. We have included our aerial pipe crossing evaluation sheet and a photograph of each crossing in Appendix A of this report. Our condition assessment of each crossing was based on the following evaluation criteria: 2.2.1 Pipe Materials: All 22 of the aerial pipe crossings utilize ferrous pipe materials; either cast gray iron, ductile iron or spiral seam welded steel pipe. Cast gray iron pipe manufactured to the ANSI/ AWWA A21.6/ C-106 Standard are now obsolete and have not been manufactured for many years, having since been replaced by ductile iron pipe manufactured to the ANSI/ AWWA A21.51/ C-151 Standard. Spiral seam welded steel pipe is manufactured in accordance with ANSI/ AWWA C-200. Although obsolete, cast iron is a very robust material and there a many instances in the United States of it maintaining continuous service for 100 years. The wall thickness of cast gray iron pipe varies depending on the pressure class of the pipe installed. AWWA C106 pipe was normally furnished with a cement-lined interior. Ductile iron pipe is nearly chemically identical to cast gray iron. However, the two irons are quite different metallurgically, with ductile iron being far superior. Ductile iron pipe manufactured to the ANSI/ AWWA A21.51/ C-151 Standard has a much greater ultimate tensile strength, yield strength, impact strength and elongation properties as compared to cast gray iron. AWWA C-151 ductile iron pipe is furnished standard with an exterior asphaltic coating and a cement-lined interior coating. However, there are many other interior coating options available depending on the specified application of the pipe installation. Pipes specified for use in wastewater applications may be lined with fusion-bonded epoxy, polyethylene/ FBE composite, ceramic epoxy or coal tar epoxy.
