About this opportunity

The Southwest Ohio Regional Transit Authority (SORTA), commonly known as Cincinnati Metro, is seeking architectural and engineering (A&E) design services to develop a new Sales and Mobility Center located at 115 E. 5th Street in Cincinnati, Ohio. The procurement involves refining an existing design and creating comprehensive construction documents and specifications for a 6,000-square-foot facility that will serve as a centralized hub for customer sales, service, and multimodal transportation solutions. The project will be implemented in two phases, with Phase 1 covering approximately 2,500 square feet including the Sales Center, Mobility Center, Sales Center Operations Suite, Security Center, and Shared Comfort Center, and Phase 2 encompassing approximately 3,300 square feet of flex office and training spaces. Proposers will be evaluated based on three primary criteria: Firm's Experience and Qualification (37.5%), Staff Qualifications, Experience, and Capacity (35%), and Project Approach (27.5%). The solicitation was released on November 19, 2025, with key dates including a non-mandatory site visit on December 5, 2025, questions deadline on December 12, 2025, responses to clarification questions due on December 17, 2025, and proposal submissions due on December 22, 2025, at 2:00 p.m. The selected consultant must complete refined Phase 1 design and construction documents within 154 days of the Notice to Proceed, with a contract term of three years.

SORTA has determined that no formal small business subcontracting opportunities exist for this procurement, though proposers are encouraged to include small and disadvantaged businesses where feasible. Proposals must be submitted electronically through the e-Procurement Portal, with no hard copy submissions accepted. All proposals must remain valid for a minimum of 120 days from the receipt deadline. The consultant must comply with Americans with Disabilities Act (ADA) requirements and Federal Transit Administration (FTA) guidelines, and provide deliverables including permit-ready and bid-ready construction documents with CSI Master Format specifications, cost estimates prepared by licensed cost estimators, and construction administration services during bidding and construction phases. Contractors will be required to maintain specific insurance coverages, including workers' compensation, comprehensive general liability, automobile, crime, and professional liability/errors and omissions insurance, each with $1,000,000 per occurrence. While no specific budget range was explicitly stated, the comprehensive nature of the project and the required deliverables suggest a substantial investment in professional design and consulting services to transform the transit authority's customer engagement and mobility solutions infrastructure.
