About this opportunity

Randolph Community College, a North Carolina state agency, is requesting proposals for renovation of its AE Building to accommodate Interior Design and Graphic Design programs, with proposals due August 13, 2026, and a mandatory pre-proposal site visit on July 28, 2026, at 10:00 AM ET.

HUB (historically underutilized business) participation is a material requirement: bidders must earn at least 50 points from specified good faith effort categories and submit HUB documentation. For projects exceeding $300,000, contractors must furnish performance and payment bonds in the full contract amount executed by a North Carolina-authorized surety company.

The scope is upfitting approximately 4,500 square feet of existing classroom and storage space to integrate with the Photography Program. Work includes converting classrooms into computer labs, renovating classrooms, reconfiguring storage areas, removing divider walls, relocating doors, installing new lighting, gypsum wall finish, painting, acoustic ceilings and carpet, and running new electrical and data lines. All work and inspections must be completed with space turnover to Randolph Community College for Spring 2027 class occupancy. Fire alarm system work must be performed by certified fire alarm technicians.

The initial contract term is one year from the effective date, with work to commence within 30 business days of award. The State reserves the option to renew the contract for up to two additional one-year terms at its sole discretion, with written notice of renewal intent required no later than 30 days before the end of each term. The contract may also be extended for periods up to 180 days in 90-day-or-less increments. Award will be made to the low bidder pending review for accuracy, budget, and completeness.

Written questions are due July 30, 2026, at 10:00 AM EST, with responses provided by August 6, 2026. Proposals must include three signed original copies, completed required attachments, pricing, financial condition certification, Iran Divestment Act certification, HUB participation reporting, location of workers, and proof of liability insurance. Vendors must verify work authorization through E-Verify for all employees and provide at least three references demonstrating experience with similar projects. Payment is on a net 30-day basis after invoice approval.
