About this opportunity

The Texas Board of Nursing is requesting qualifications for Advanced Practice Registered Nurse (APRN) consulting services to conduct application reviews and provide policy recommendations related to APRN licensure, with qualifications due July 24, 2026 at 5:00 p.m. CST. The Board intends to award to the previous consultant unless a better offer is received.

Eligible bidders must hold a current Texas nursing license with APRN credentials and demonstrate a minimum of ten years of APRN nursing experience, including regulatory experience with APRN licensure application reviews, education, and practice. Applicants must hold a master's degree in nursing from an accredited college or university with specialization as either a clinical nurse specialist or nurse practitioner, and must demonstrate expertise in nursing regulation, APRN licensing rules, Texas licensing processes, and the consensus model for licensure, accreditation, certification, and education.

The consultant will review approximately 7,500 APRN license applications annually, advise on complex applications, and make policy and rule recommendations to address increased submission volume. The initial contract term is one year from the Executive Director's signature, with renewal, amendment, or extension governed by Texas Government Code section 2254.031. The Board may terminate the contract at any time for convenience with written notice.

The previous consultant was compensated at $75.00 per hour with a total contract value of $58,000. Award will be made to the bidder whose proposal provides the best value for the state based on demonstrated competence, qualifications, reasonableness of fees, past performance, and references. Vendor questions are due July 10, 2026, with Board responses posted by July 17, 2026. Contract award is anticipated for August 7, 2026. Because contract value exceeds $15,000, the Board must provide written notice to the Legislative Budget Board within ten days of the effective date.
