About this opportunity
The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is requesting bids for acquisition and demolition services under the Hazard Mitigation Grant Program (HMGP), with bids due November 10, 2026 at 2:00 PM EST via electronic submission. Only vendors prequalified through RFPQs #19-RFPQ-2327812727-TMM or #19-RFPQ-1653309857-GSX are eligible to respond.
The scope encompasses property acquisition (title search, appraisal at pre-disaster fair market value, written offers, closing services) and demolition (site preparation, utility disconnection, systematic structure demolition, debris removal, land restoration) for residential properties in Mecklenburg County, North Carolina. Work requires coordination with state representatives, local authorities, and homeowners through multiple site visits and approval checkpoints at project initiation, execution, and closeout phases. Demolition services must be completed within 60 days of settlement, not to exceed 90 days. The vendor must begin work within 14 business days of contract execution.
Pricing must be firm fixed for each property, inclusive of labor, materials, transportation, overhead, and profit. Projects valued at $30,000 or above require itemized pricing; projects under $30,000 use composite pricing negotiated with NCEM. Bids exceeding $500,000 must include a 5% bid bond (cash, cashier's check, certified check, or bond). All awarded contracts require 100% performance and payment bonds submitted at the pre-construction conference.
The initial contract term is two years from final execution, with an optional one-year renewal contingent on 30-day written notice before term end. At least four properties are identified for the initial project. The funding source is federally provided under HMGP, subject to FEMA standards, 2 CFR Part 200, 44 CFR Parts 80 and 206, OSHA regulations, and federal environmental and anti-lobbying compliance. Written questions are due October 21, 2026 at 2:00 PM EST. The State may award to a single vendor or make separate awards based on competitiveness and best value.
