About this opportunity
The State of Hawaii, Department of Land and Natural Resources (DLNR), Division of Forestry & Wildlife-Maui District is soliciting quotes for Acoustic Bat Monitoring Support Services in Maui County. The procurement seeks qualified consulting services to support the analysis of acoustic bat data documenting Hawaiian hoary bat activity on DOFAW lands on Maui, with the project schedule spanning from May 2026 through September 2027. Key deliverables include acoustic detector training for DOFAW staff on SM4 unit deployment and maintenance, data management and analysis using Kaleidoscope Pro software or similar tools to filter noise and classify bat passes according to Hawaiian hoary bat pulse parameters, and quarterly data review summaries culminating in an annual report. The consultant will analyze acoustic data from up to six detectors and provide quarterly feedback on detector function issues and seasonal metrics including bat pass abundance, bat pass nightly detection, feeding buzz abundance, and feeding buzz nightly detection. Services will be provided on a time and materials, cost-not-to-exceed basis, with all materials, labor, equipment, transportation, and applicable taxes included in the offer price. Training and technical assistance will occur through virtual meetings only with no field support provided by the consultant, while DOFAW retains responsibility for detector procurement, deployment, maintenance, and data collection. The submission deadline for quotes is April 20, 2026, with the specification contact listed as Lance K. De Silva at Lance.K.DeSilva@hawaii.gov or 873-3980.
Vendors must be Hawaii Compliance Express (HCE) compliant to qualify for selection. No specific incumbent vendors, set-aside designations, or disadvantaged enterprise restrictions are identified in the procurement documents. The contractor must operate as an independent contractor and submit tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service prior to commencing performance and again prior to final payment. All material developed under the contract becomes the State's property as works made for hire, and the contractor must implement technological safeguards to protect any personal information accessed during performance. The analysis assumes quarterly detector checks with manual labeling limited to no more than 20,000 recorded WAV files per detector over the full monitoring year, and additional detectors beyond six or services beyond the described scope may result in additional costs requiring change orders and budget amendments to be discussed with DOFAW prior to completion. No specific budget range or award value is listed in the available procurement documents.
