About this opportunity
Commonwealth Technical Institute (CTI), a component of the Pennsylvania Department of Labor & Industry, is requesting proposals for accreditation services under the Accrediting Commission of Career Schools and Colleges (ACCSC) standards, with proposals due July 24, 2026 and questions due July 15, 2026 at 4:00 p.m. ET. The awardee must be an accredited firm qualified to evaluate and accredit CTI under ACCSC standards — the sole eligibility gate.
The scope spans a five-year reporting cycle and includes accreditation workshops to review requirements and terms with CTI staff, annual reports based on enrollment and placement rates, applications for accreditation renewal, approvals for new degree programs, substantive program modifications, and both announced and unannounced program evaluations. The awardee assigns evaluators to conduct on-site assessments and assesses program changes. Pricing must be all-inclusive of labor, materials, and travel; the fee schedule is tiered by service type (workshop applications, annual report applications, sustaining rates, renewal applications, new-degree approvals, substantive modifications, and daily evaluator rates for change evaluations).
CTI is responsible for timely submission of required documentation. Failure to meet accreditation benchmarks triggers sequential penalty fees: initial reporting requests, requests for additional information, warnings, probation, and late fees for missed deadlines. The contract commences upon execution of the purchase order and extends for five years unless terminated earlier. The Commonwealth reserves the right to extend any single contract term for up to three months on the same terms and conditions.
Payment is made on a reimbursement basis for actual services rendered and accepted by CTI, with invoices due within thirty days. Contractors must comply with Pennsylvania prevailing wage standards where applicable and a $15.00 per hour minimum wage (adjusted annually for cost-of-living). Jim Thomas, Vocational Rehabilitation Education Director, serves as contract monitor at 814-254-0471 or thojam@pa.gov. Questions must be submitted electronically to RA-li-OIT-BAS-Procur@pa.gov; telephone and direct email queries will not receive responses.
