About this opportunity

The New York City Transit Authority is requesting proposals for Access-A-Ride (AAR) paratransit primary carrier transportation service under RFP, with proposals due August 25, 2026 and a pre-bid conference on July 31, 2026 at 11:00 a.m. via Microsoft Teams. The procurement carries MWBE and SDVOB participation goals: 15% MBE, 15% WBE, and 6% SDVOB.

The scope is provision of origin-to-destination, demand-responsive shared-ride paratransit service for ADA-eligible customers, personal care attendants, and guests under the dedicated service model, in which the contractor operates Authority-owned vehicles leased to the contractor. This is distinct from the Authority's non-dedicated model, which uses broker car services, taxis, and supplemental carriers operating in concert with existing operations. The AAR Service is for qualified individuals meeting established ADA eligibility criteria.

No incumbent is identified. The procurement timeline requires registration as an MTA bidder/supplier through the MTA vendor portal (www.mymta.info) before document requests can be processed. Bid documents are available at no cost as of July 24, 2026. Questions and additional details are available at http://web.mta.info/nyct/procure/rfppage.htm. Prospective bidders must register for the pre-bid conference with Nathaniel Knable at nathaniel.knable@nyct.com.
