About this opportunity
The Washington Suburban Sanitary Commission, Maryland is soliciting sealed responses for Oracle Fixed Asset implementation and professional services to migrate legacy AC150 (Capital Asset) and Movable Asset mainframe systems into Oracle E-Business Suite (EBS) Fixed Assets Module, with responses due July 27, 2026 at 2:00 p.m. via the WSSC eProcurement Portal.
The scope encompasses design, development, testing, data migration, interface configuration, deployment, training, and knowledge transfer. The vendor must deliver a unified asset management platform consolidating fixed assets (infrastructure, water and sewer pipes, water meters) and movable assets (vehicles and equipment with unit costs exceeding $10,000 and useful lives over one year). The solution must integrate seamlessly with WSSC's existing Oracle EBS General Ledger and related modules, and interface via flat files with the Engineering and Construction system, Work and Asset Management (WAM), Dossier, and Customer-to-Meter (C2M) system. Three critical customizations are required: a CIP-to-Fixed-Asset Cost Allocation engine distributing accumulated project costs based on replacement value; a Pipe Size and Pipe Asset Data Integration interface loading pipe-specific fields from WAM and accounting sources; and a Water Meter Intake and Disposal Data Integration interface receiving meter lifecycle information from Oracle inventory and C2M disposal data.
Key deliverables include detailed project plan, design documentation, migrated and validated data sets, pre-configured upload templates, fully operational Oracle EBS Fixed Assets Module with six use cases and five system interfaces, test reports achieving 95% success rate, custom reports, training materials, and project closure report. The project timeline spans six months across four phases: Planning and Design (Month 1), Development and Migration (Months 2–4), Testing and Reporting (Months 4–5), and Deployment and Training (Month 6). Acceptance criteria include 95% User Acceptance Testing success rate, 99% data migration validation accuracy, flat file interface transfers completing within five minutes per batch, and accurate General Ledger postings in compliance with GAAP standards. The contractor must provide pre-contract readiness documentation including detailed approach, Oracle-certified team qualifications, references from similar projects, and comprehensive risk mitigation plan. Post-go-live support of 6 to 12 months is required, including bug fixes, interface maintenance, and minor enhancements. Award will be made to the lowest or most advantageous quote per WSSC Procurement Regulations.

The Washington Suburban Sanitary Commission (WSSC) seeks quotes from qualified firms to support the migration of two legacy mainframe applications, AC150 (Fixed Asset) and Movable Asset, into the Oracle E-Business Suite (EBS) Fixed Assets Module. The primary objective is to consolidate these separate systems into a unified platform, enhancing operational efficiency, streamlining asset management processes, and reducing overall costs for WSSC. This initiative aims to modernize asset tracking, improve data accuracy, and ensure compliance with financial reporting standards for fixed assets, including infrastructure, water and sewer pipes, water meters, and movable assets, such as vehicles and equipment.
The project involves implementing the Oracle EBS Fixed Assets Module, migrating historical data from the AC150 and Movable Asset systems, customizing the process to allocate values to future fixed asset additions, and enabling functionalities for creating, updating, and reporting on asset information. Details will be provided in a separate document.
The solution must integrate seamlessly with WSSC's existing Oracle EBS environment and related modules (e.g., General Ledger) and interface via flat files with other WSSC systems, such as asset data from the Engineering and Construction team, Work and Asset Management (WAM), Dossier, and Customer-to-Meter (C2M).
The vendor will deliver a secure, scalable, and user-friendly system that supports WSSC's operational and financial needs, with comprehensive training and post-implementation support to ensure a smooth transition.
This Statement of Work (SOW) defines the project's scope, objectives, and key deliverables to guide vendors in preparing their proposals. The selected vendor must adhere to Oracle best practices, ensure data integrity during migration and interfacing, and provide a solution that enhances WSSC's ability to manage its assets effectively.
