About this opportunity
The City of Seattle Department of Transportation is requesting qualifications for construction management services on the AAC Roosevelt Pinehurst Way NE Project, a federally funded FHWA pavement preservation effort, with proposals due August 19, 2026 and a mandatory pre-submittal conference on July 30, 2026 at 1:00 PM via Microsoft Teams. The project involves a 2-inch asphalt mill and overlay on Roosevelt Way and Pinehurst Way NE between NE 92nd Street and 15th Avenue NE, designed to extend pavement life by 10 to 20 years.
The scope includes base repairs, ADA curb ramps, stormwater drainage improvements, striping, signal loop restoration, and final surfacing. The Construction Management team must include one full-time Resident Engineer, two full-time Construction Inspectors, a part-time Change Order/Scheduling Specialist, a part-time Office Engineer, Document Control/Contract Administration staff, and part-time Outreach support. The city anticipates awarding an initial contract amount of approximately $2.2 million with an initial two-year duration; the estimated total construction contract value is $11 million. Pre-construction services begin in December 2026, with construction spanning December 2026 through January 2028 and a six-month closeout period following.
A mandatory 0% Small Business Enterprise goal applies; consultants must demonstrate meaningful outreach efforts toward a voluntary 10% SBE goal. Consultants must be federally compliant and registered with SAM.gov prior to contract execution and must hold both a Washington State Business License and Seattle Business License.
Proposals are evaluated on a 100-point scale: qualifications and expertise of the Project Manager and key personnel (15 points), qualifications of the proposed consultant team (45 points), ability to meet schedule (15 points), approach to project cost monitoring and coordination (15 points), familiarity with WSDOT/FHWA standards (5 points), and approach to meeting SBE goals (5 points). The city reserves the right to conduct interviews worth an additional 100 points and to negotiate pricing with the highest-ranked responsive consultant. Questions are due August 12, 2026. Interviews are anticipated for the week of September 21, 2026, with contract execution expected in Q4 2026.
