About this opportunity

The City of Baton Rouge and East Baton Rouge Parish Purchasing Division are requesting sealed bids for cationic emulsion polyacrylamide (cationic EPAM) polymers for wastewater treatment and disposal operations, with bids due October 14, 2026 at 11:00 a.m. CST.

The scope covers cationic EPAM polymers meeting technical specifications including minimum 38% active polymer content, maximum bulk viscosity of 2,000 cps, and flash point greater than 200 degrees Fahrenheit. All products must be registered with the Louisiana Department of Agriculture and EPA. Delivery is F.O.B. destination to various locations throughout East Baton Rouge Parish, with use at the North and South Wastewater Treatment Plants for domestic wastewater sludge conditioning. Vendors must submit product labels, safety data sheets, and EPA registry numbers either with the bid or within five days of request.

This is an annual contract with no guaranteed minimum quantity; smaller or larger quantities may be purchased based on operational needs. The contract is firm through the specified period with potential extension into second and third years by mutual agreement, provided all prices and conditions remain unchanged. Pricing must remain firm for a minimum of 60 days. Payment terms are net 30 days; vendors may offer payment discounts for payments within 30 days, though such discounts are not considered in award evaluation.

The City-Parish reserves the right to award items separately, in groups, or on an all-or-none basis, and to reject any or all bids. Vendors must register in the City-Parish Vendor Self-Service system and submit a completed W-9 Form. Federal compliance obligations include Davis-Bacon Act provisions, Equal Employment Opportunity requirements, debarment certification, and cybersecurity training mandates. The contract may be terminated for cause or convenience with 30 days written notice.

Site visits for product evaluation and testing must be scheduled no later than 3:00 p.m. on September 1, 2026 with Justin Sharper at jsharper@brla.gov.
