About this opportunity

Lewis County, New York is requesting proposals for bi-annual HVAC service and maintenance at ten 911 tower shelter buildings throughout the county, with proposals due October 1, 2026 at 10:30 a.m. A 15 percent total MWBE goal applies; the County strongly encourages MWBE-certified firms to submit but has established no hard MWBE requirement.

The scope encompasses preventive maintenance, emergency repairs, system upgrades, and 24/7 emergency response for rooftop, split, direct-expansion, and through-wall HVAC systems at critical telecommunications facilities. Deliverables include quarterly inspections and maintenance, filter replacement, refrigerant level checks, electrical connection inspection, control calibration, system testing, written reporting after each visit, emergency repairs with a maximum four-hour response time, component replacement with equivalent or approved alternatives, staff training on preventive maintenance, and support for remote monitoring system integration. Bidders must demonstrate a minimum of three years' experience in HVAC installation and service and provide three customer references. All contractors must comply with New York State prevailing wage rates and register with the NYS Department of Labor under Labor Law Section 220-i.

Contract award is anticipated for November 3, 2026, for an initial five-year term. No incumbent is identified. Evaluation will be based on best value rather than price alone. The Award Committee consists of the General Services Legislative Committee, County Manager, Director of Buildings and Grounds, and County Attorney, with final award by Board of Legislators resolution.

Proposals must include detailed descriptions of proposed services, company information with full legal name and tax identification number, personnel listings, proposed compensation plan or fee structure, signed proposal forms, non-collusion statements, anti-sexual harassment affirmations, corporate attestation of good standing (for corporate entities), and Iran Divestment Act compliance certifications. Bids will be opened October 1, 2026 at 10:30 a.m. at the Lewis County Courthouse. The County reserves the right to reject any or all proposals and conduct interviews for clarification.
