About this opportunity

The Pennsylvania Emergency Management Agency (PEMA) is requesting bids on trench shoring equipment under IFB 8528, with bids due July 20, 2026 at 12:00 p.m. and questions due July 16, 2026. This is a single-source specification that does not permit equipment substitutions. Pennsylvania bidders and bidders offering Pennsylvania-manufactured goods receive preference under the Reciprocal Limitations Act (GSPUR-89), with preference calculations applied according to the manufacturing state or bidder's home state supply-preference schedules ranging from 1% to 10%.

The scope is fifteen PARATECH 22-887070 Trench Bag Kits rated at 7.25 PSI, each containing a B/K Cushion (5.1 Ton), C/K Cushion (7.4 Ton), Dual Controller (14.5 PSI), and three air hoses of specified dimensions. All equipment must be compatible and interchangeable with pre-existing PARATECH equipment currently used across the task force. If any part number is discontinued, vendors must notify PEMA and provide the manufacturer's replacement part number or exclude discontinued items from quotes. Delivery is to Coraopolis, Pennsylvania 15108 on a FOB Destination basis with delivery required within thirty days of the Purchase Order effective date. Shipping costs must be listed as a separate line item.

Bids exceeding $100,000 require submission of a Lobbying Certification form (BOP-1307). All bids must be submitted electronically through the state's Supplier Relationship Management (SRM) system; paper bids will not be accepted. Bids remain firm for sixty days following bid opening. The Commonwealth awards to the lowest responsive and responsible bidder or by line item if in its best interest. All items are warranted for one year following delivery and acceptance, with the contractor responsible for repair, replacement, or correction of defects at no cost to the Commonwealth. Questions must be submitted in writing to Cris Rivera at crisrivera@pa.gov or 717-346-3106. Bidders are prohibited from sharing bid information with Commonwealth personnel or competing bidders.
