About this opportunity
The Commonwealth of Virginia Department of Behavioral Health and Developmental Services (DBHDS) is requesting proposals for program development, implementation, and evaluation assistance for Crisis Receiving Centers (CRCs) and Crisis Stabilization Units (CSUs) statewide under RFP 720-5250-126446, with sealed proposals due October 5, 2026 at 10:00 a.m. through the eVA system. Virginia has established a statewide small-business procurement goal of 42% of purchases from DSBSD-certified small businesses; offerors must submit a Small Business Subcontracting Plan.
The contractor shall develop a comprehensive training curriculum covering crisis care worker mindset, medical triage, behavioral health program development, crisis management, de-escalation, trauma-informed care, co-occurring disorders, clinical documentation, peer support, and Virginia regulatory requirements. Training delivery occurs through the TRAIN Virginia platform with capability for virtual and on-site delivery; specific frequency and numbers of on-site visits and in-person trainings will be negotiated. The contractor must serve Community Services Boards, Behavioral Health Authorities, and private behavioral health providers throughout Virginia.
The contractor must demonstrate a minimum of eight years' experience or commensurate expertise in crisis services, organizational management, finance, clinical procedures, and data analytics, with regulatory governance experience in behavioral health crisis facilities. Submission requirements include independently audited financial statements, resumes for key staff, Key Performance Indicators, a portfolio of comparable curricula and trainings from the past five years, and a list of professional clients lost within the past three years.
The contract term is one year from DBHDS execution with four optional one-year renewal periods. Pricing proposals must itemize costs for curriculum development, training delivery, and travel expenses not exceeding 5% of total contract costs, calculated using GSA per diem rates and IRS mileage standards. Evaluation criteria are weighted equally at 20% each: demonstrated subject matter expertise, scope and suitability of training, implementation approach and timeline, Small Business Subcontracting Plan, and price. An optional pre-proposal conference is scheduled for September 10, 2026 from 2:00–3:00 p.m. via Microsoft Teams. Questions are due through the Offeror Questions template document. Intellectual property deliverables become sole property of DBHDS. The contractor must comply with HIPAA and maintain confidentiality of personally identifiable information.
