About this opportunity
The Commonwealth of Virginia Department for the Blind and Vision Impaired (DBVI) is requesting bids for comprehensive trash removal and disposal services at its Library and Resource Center facility located at 395 Azalea Avenue, Richmond, Virginia, with bids due September 4, 2026, and a mandatory site visit on September 1, 2026, at 8:00 a.m. This procurement is set aside for DSBSD-certified small businesses, with award priority to the lowest responsive and responsible DSBSD-certified bidder, provided the bid does not exceed $100,000 and the agency determines the price is fair and reasonable.
The scope includes removal and disposal of cubicle panels, wall-mounted cabinets, desks, freestanding furniture, bookshelves, window treatments, and miscellaneous furnishings; building-wide debris and waste removal from offices, hallways, storage rooms, restrooms, and breakrooms; and final cleanup to leave all serviced areas debris-free and clean. Restricted areas — the IT Closet, HVAC Rooms, and Braille Library — are prohibited from cleanout activities. The contractor must supply all labor, supervision, equipment, tools, materials, and containers; transport waste to licensed disposal facilities; and maintain worksite safety throughout the project. All work must comply with OSHA and Commonwealth of Virginia safety regulations.
This is a spot purchase with no renewal options. Work must begin immediately upon contract award and be completed no later than September 12, 2026. The contractor must maintain workers' compensation insurance, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate, and automobile liability of $1,000,000 combined single limit. Attendance at the mandatory site visit is a prerequisite for bid submission; no admittance is permitted after 8:05 a.m. Electronic unsealed bids must be submitted through the eVA system. Bidders must complete and submit the Vendor Data Sheet (Attachment A) and State Corporation Commission form (Attachment B) and acknowledge receipt of any addenda related to the mandatory site visit.
