About this opportunity

The City of Norwich, Connecticut, Department of Finance is soliciting bids for lead abatement and property rehabilitation at 61 North Street under IFB 27-07, with bids due July 31, 2026 at 4:00 p.m. and a pre-bid conference scheduled for July 24, 2026 at 10:00 a.m. at the project location. Contractors must be licensed as home improvement contractors in Connecticut and, if applicable, as lead abatement contractors — a mandatory eligibility requirement.

The scope encompasses lead paint hazard control including front entry improvements, bedroom work, exterior soffit encapsulation, porch railing work, foundation treatment, and soil remediation, with associated clearance cleaning and waste disposal. Product selections are limited to builder-grade materials with specified allowances (ranging from $125 to $2,500 depending on item type); property owners may upgrade at their own cost if the schedule permits. Clearance cleaning includes two rounds of dust wipe tests within program costs; additional testing failures are assessed at $80 per hour to the contractor.

Work must commence approximately 90 days from bid award and be completed within 20 calendar days from the notice to proceed, with exterior work items required to be completed by May 30, 2026 if applicable. The project is funded through the Property Rehabilitation Program and HUD Lead Based Paint Hazard Control in Priority Housing Program. Contract execution follows receipt of required insurance certificates and performance/payment bonds.

Contractors may hold no more than two active contracts between the Lead or Rehabilitation programs; new contractors are subject to a probationary period during which they may hold only one active contract. The City reserves the right to reject any or all bids and to award based on best interest to the City rather than lowest price alone. Bidders must submit electronically through the City of Norwich Procurement Portal and review all addenda before submission.
