About this opportunity

The State of Maine is requesting bids on a diesel-powered D-3 bulldozer under IFB procedures, with bids due October 16, 2007. Awards will be made on best-value basis incorporating price, warranty, quality, operator visibility, and user-friendliness. Tie bids favor in-state bidders or Maine manufacturers.

The bulldozer must meet detailed performance and operational specifications, including ground leveling, stump removal, aggregate pushing, and road building with safe operation under maximum adverse grade conditions. The equipment must have been in production for a minimum of six months and be in general use by the trade. Core technical requirements include a minimum 70 SAE FWHP heavy-duty diesel engine with turbocharger and EPA Tier II emissions certification, a 12/24-volt electrical system, hydrostatic transmission with dynamic braking, sealed and lubricated track undercarriage with four-year warranty coverage, and a fully enclosed, pressurized, air-conditioned ROPS cab. The bulldozer must have a minimum operating weight of 16,000 pounds and a minimum blade capacity of 1.87 cubic yards at 97 inches width with variable pitch and power angle tilt capabilities. The equipment must be compatible with laser grade control systems, ripping bar attachments, and hydrostatic winch attachments.

Delivery must be completely inspected, serviced, and ready for operation, with two operator's manuals, two maintenance and repair manuals, and two parts books per unit included. Bidders must quote prices delivered to destination with all trade and quantity discounts included; transportation charges and freight must be prepaid by the contractor unless otherwise specified. Delivery time must be stated in definite terms and may factor into the award if time is critical. The State of Maine is exempt from federal and state sales and use taxes and should be excluded from quotations. The state reserves the right to increase or decrease quantities by up to 10% and to reject any or all bids or waive any formality deemed appropriate.
