About this opportunity

Travis County Water Control & Improvement District No. 10 is requesting sealed bids for installation of a 121-linear-foot waterline loop at 5524 Bee Cave Road in Austin, Texas, with bids due August 3, 2026 at 11:00 a.m. The project is subject to prevailing wage rates under Texas Government Code Chapter 2258 — a cost driver for labor-intensive work.

The scope encompasses 121 linear feet of 12-inch pipe via jack and bore with 24-inch steel casing across TxDOT RM2244, 39 linear feet of 12-inch pipe via open cut, excavation, bedding, fittings, materials testing, waterline testing, disinfection, erosion control, traffic handling, and mobilization. Bidders must demonstrate a minimum of three similar projects completed within the last five years and commit proposed key personnel (project manager, superintendent, safety manager, and quality control manager) for the contract duration.

Prospective bidders must register as plan holders on the Civcast procurement website (https://www.civcastusa.com/) to access contract documents and receive addenda. A non-mandatory pre-bid conference is scheduled for July 20, 2026 at 10:30 a.m. at the District offices. Questions are due by 2:00 p.m. July 30, 2026, submitted through the procurement website.

Bid bonds equal to 5 percent of the proposed contract price and performance and payment bonds are required. Bids remain subject to acceptance for 60 days from opening. Progress payments will be made monthly at 95 percent of completed work value with 5 percent retainage; upon achievement of 50 percent completion with satisfactory progress, additional retainage ceases. Substantial completion must occur within 120 days; liquidated damages of $500 per day apply for delays beyond substantial completion and final completion deadlines. The contract qualifies as a "separated contract" for sales tax purposes; contractors must obtain a sales tax permit and identify dollar values of materials exempt from sales tax. The Owner reserves the right to reject any or all bids and will award based on best value as determined by the Owner.
