About this opportunity
The Michigan Department of Technology, Management and Budget is requesting proposals for professional design and construction services to relocate the Michigan State Police Metropolitan Detroit Forensics Science Laboratory from Detroit to the Detroit Public Safety Headquarters Building, with proposals due October 8, 2026, and a mandatory pre-bid walkthrough on September 15, 2026. The prime professional must be licensed to practice in Michigan and submit a Certification of Michigan Based Business and Responsibility Certification form.
The scope encompasses seven phases: Study (Phase 100), Program Analysis (Phase 200), Schematic Design (Phase 300), Preliminary Design (Phase 400), Final Design (Phase 500), Construction Administration—Office Services (Phase 600), and Construction Administration—Field Services (Phase 700). The relocation involves approximately 10,240 square feet on the third floor of the Detroit Public Safety Headquarters at 1301 3rd Street, Detroit, Michigan 48226, divided into office areas (4,675 square feet) and laboratory spaces (3,120 square feet for DNA Lab and 2,445 square feet for Latent Prints Lab). The facility must incorporate biohazard protection, HVAC systems with precise airflow controls, emergency and standby power systems, security electronics with proximity access and CCTV monitoring, and flexible, expandable laboratory design. All work must comply with applicable federal (EPA, OSHA, DOT) and state (DCH, EGLE, DNR, MIOSHA) codes and regulations. Bidders must utilize either DCSPEC or MICHSPEC construction management specifications per DTMB standards.
The contract will be awarded on a not-to-exceed fee basis for billable-rate professional services. Proposals will be evaluated on an 80% technical and 20% cost basis by an Ad Hoc Advisory Committee. Cost proposals must detail billable hourly rates by personnel classification, estimated hours by phase, and reimbursable expenses including travel (for distances exceeding 100 miles one-way at Michigan state rates), printing, soil borings, surveys, and laboratory testing. A markup of up to 5% is permitted on reimbursable expenses and sub-consultant fees. The prime professional must have demonstrated experience in similar projects and disclose any contract defaults or terminations for cause within the past five years. Written questions are due September 22, 2026, directed to Chris Bahjet at BahjetcC@michigan.gov. Award recommendations are expected within thirty days of the proposal due date. Addendum 2 extended the original October 1 deadline to October 8 and allocated $4,000 in reimbursables during the design phase for asbestos and lead testing.
