About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, on behalf of the Department of Military and Veterans Affairs, is requesting proposals for professional design and construction administration services for the Fort Custer Civil Support Team Armory Renovation in Augusta, Michigan, with proposals due August 6, 2026, at 2:00 p.m. Eastern Time. A mandatory pre-proposal meeting is scheduled for July 29, 2026, at 10:00 a.m. at Fort Custer Training Center in Detroit, Michigan, with remote participation available via Microsoft Teams.
Prospective contractors must be licensed to practice in Michigan and submit a Certification of Michigan Based Business form and a Responsibility Certification. The scope spans Phases 300–700: Schematic Design, Preliminary Design, Final Design, and Construction Administration (both office and field services). Deliverables include design across five submittal phases (Concept at 10%, Preliminary at 35%, Pre-Final at 60%, Final at 95%, and Revised Final at 100%), cost estimates itemized by specification section and discipline at each phase, hard and electronic copies per DTMB specifications, and CAD files conforming to DMVA standards (AutoCAD format with specified layer standards and coordinate systems). The facility modifications encompass an addition with supply room and office space, latroomand locker-room remodeling, lactation room, window and sill upgrades, LED lighting conversion, fire suppression and fire alarm upgrades, HVAC replacement with DDC controls, indoor air quality improvements, force protection modifications including an 82-foot vehicle perimeter with bollards and reinforced walls per UFC 4-010-01, and site work including parking lot relocation and motor vehicle storage building (both alternates). Asbestos/lead surveys and soil borings are required. Design must comply with ASHRAE Standard 90.1, Michigan's Soil Erosion and Sediment Control Program, and prevailing wage requirements if construction mechanics are utilized.
The construction funding limit is $3.9 million, with the A&E authorized to design up to 2% over budget using alternates. Compensation is structured as billable hourly rates for professional staff with estimated hours per phase, plus reimbursable expenses (printing, reproduction, soil borings, surveys, lab testing) with a markup not exceeding 5% on reimbursables and sub-consultant fees. Travel beyond 100 miles one-way is reimbursable at State of Michigan rates. Proposals will be evaluated 80% on Technical Proposal (Part I) and 20% on Cost Proposal (Part II). Written questions are due July 31, 2026, at 2:00 p.m. Eastern Time, directed to Chris Kulhanek at kulhanekc@michigan.gov. Contract award recommendation is expected within 30 days of the proposal due date. Design completion targets May 2027 bidding with construction contract award by September 30, 2027. Proposals must not exceed 25 megabytes and be submitted through the SIGMA VSS online portal.
