About this opportunity

The City of San Diego Public Works Division is requesting bids for pedestrian hybrid beacon (HAWK) installation and intersection improvements at 47th Street and Hartley Street under Design-Bid-Build Bid No. L-27-2459-DBB-2, with bids due September 29, 2026 at 2:00 p.m. PDT and a mandatory pre-bid meeting on September 9, 2026 at 10:00 a.m. via Microsoft Teams. This solicitation is restricted to City-certified Small Local Business Enterprise (SLBE) and Emerging Local Business Enterprise (ELBE) firms only — a decision-flipping eligibility filter.

The scope includes replacing existing rectangular rapid flashing beacons with a pedestrian hybrid beacon, installing a pedestrian push button assembly, four new traffic signs, one new street light, and a continental crosswalk at the north leg of the intersection, plus installing wired traffic signal interconnect from the intersection to an existing traffic pullbox north of the site. The contract completion time is 237 working days.

The City engineer's estimated construction cost is $692,000. Prime contractors must hold either an A or C-10 California contractor license and be pre-qualified for the full bid amount. Bid security of 10% of the total bid amount (minimum $250,000) is required at submission as a cashier's check, certified check, or corporate surety bond. Within 14 days of award, the contractor must provide performance and payment bonds and certificates of insurance with required endorsements.

Prevailing wage rates apply under California Labor Code sections 1720–1861 with federal and state mandates; weekly certified payroll records must be submitted through the City's Labor Compliance Program. A voluntary subcontractor participation goal of 10% applies for certified DBE, DVBE, WBE, MBE, SLBE, and ELBE subcontractors. Bids are submitted exclusively through PlanetBids. Award will be made to the lowest responsive and responsible bidder within approximately 7 days of receipt of properly executed contract documents, bonds, and insurance certificates. Failure to attend the mandatory pre-bid meeting results in bid rejection.
