About this opportunity
The City of Columbus, Ohio, Department of Building and Zoning Services is requesting bids for an Indefinite Quantity Agreement for mailing services to support a zoning code update initiative, with bids due August 5, 2026 at 10:00 a.m. — a hard deadline of one day from posting. Questions must be submitted by 10:00 a.m. on July 24, 2026, with responses posted by July 29, 2026.
The contract carries a responsible wage requirement of $21.33 per hour for employees directly performing work, along with mandatory adequate and affordable health insurance meeting Affordable Care Act standards. Contractors must comply with Columbus City Code Title 39 equal opportunity and diversity inclusion provisions, and all subcontractors must hold valid certification numbers under that code.
The scope involves pickup of approximately 157,000 pre-printed postcards (5.5 x 8.5 inches, 100-pound stock) from the City's Print Shop at 98 North Front Street, transportation to the contractor's facility, document preparation, scanning, postage application, and delivery of completed postcards to the U.S. Postal Service. Two simultaneous batches are planned: 10,400 postcards for the Downtown District and 146,857 for the remainder of the City. Anticipated pickup is September 4, 2026, with delivery to residents by September 30, 2026. The contract term extends through December 31, 2026. Bidders must quote firm, fixed prices across seven line items covering pickup (flat rate), mail preparation per batch (per piece), bulk and First Class postage (per piece), miscellaneous expenses (flat rate total), and USPS delivery (flat rate).
Bidders must demonstrate at least three documented references from customers with similar scope, complexity, and cost over the past two years. The City reserves the right to adjust postcard quantities within plus or minus 1,000 based on final mailing lists. No subcontracting is permitted without written approval. Contractors must maintain commercial liability insurance with minimum coverage of $500,000 per person and $1,000,000 per accident, plus workers' compensation coverage. No pre-bid meeting will be held. The contract manager is Eric Voorhees (EAVoorhees@Columbus.gov or 614-645-3262).
