About this opportunity

The North Carolina Department of Information Technology is requesting bids on annual maintenance and support for existing licensed Rocket Software products — Rocket Zebb, OASIS/DMS, and Zeke Scheduling, each at 5,170 MIPS capacity on z/OS — under IFB 41-2026-6EW, with sealed offers due October 27, 2026 at 2:00 p.m. Eastern Time via the Ariba Sourcing Module. The contract employs a Lowest Price Technically Acceptable Source Selection Method under Best Value Analysis, a procurement approach that filters for capability fit before price ranking.

The maintenance must preserve all functional, compatibility, and operational capabilities including real-time resource management, automated scheduling, event processing, scalability, and performance across the State's mainframe environment. Vendors must submit architectural diagrams, solution roadmaps, and enterprise architecture specifications addressing identity and access management, integration capabilities, disaster recovery, business continuity, data migration, and accessibility standards. E-Verify compliance is mandatory. Vendors must disclose any work performed outside the United States and restrict all data processing to U.S. locations only.

The contract commences July 1, 2027 and runs three years through June 30, 2030, with State options to extend for two additional one-year periods. Pricing is a single annual line-item cost for maintenance, invoiced yearly. Offers remain valid for sixty days from opening. The State will reject offers containing contingent language or non-binding disclaimers. Questions are due October 14, 2026 at 2:00 p.m. ET. Addenda are posted on the electronic Vendor Portal at https://evp.nc.gov. All terms, conditions, and intellectual property provisions are governed by North Carolina law with jurisdiction in Wake County.
