About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting sealed bids for general, electrical, and mechanical contracting services to build and commission the 40th Street Substation, with bids due October 15, 2026 at 11:30 a.m. and a mandatory prebid meeting on September 25, 2026 at 11:00 a.m. This work is subject to the Pennsylvania Steel Products Act and the Buy America Act — compliance requirements that must be factored into pricing and sourcing.
The scope encompasses installation, integration, coordination, testing, and commissioning of the 40th Street Substation located southeast of the trolley portal in Philadelphia to support the direct current traction power system serving five Subway Surface Trolley Lines. The work includes construction of new manholes and underground duct banks to provide 630-volt direct current traction power feeder connections between the existing Market Street #4 and Woodland Avenue #22 substations.
The contract duration is 863 calendar days from the notice to proceed. The place of performance is Philadelphia, Pennsylvania. Sealed bids must be submitted through SEPTA's Electronic Procurement System, with bid opening conducted electronically via Microsoft Teams. Bid prices must remain firm for a minimum of 90 days from the date of bid opening. The prebid meeting is held at 3940 Baltimore Avenue, Philadelphia, Pennsylvania 19104, and personal protective equipment including reflective vests, safety-toe shoes, and hard hats are mandatory. Questions are due October 1, 2026 at 12:00 p.m. to dbrown@septa.org. SEPTA affirms that disadvantaged business enterprises will have full opportunity to submit bids without discrimination and retains the right to reject any and all bids at its discretion.
