About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting quotes for licensing database hosting, management, and maintenance services under a sole-source procurement, with quotes due September 16, 2026. This is a sole-source engagement — a decision-flipping constraint that eliminates competitive bidding.

Suppliers must register and submit responses electronically through the Alabama Buys platform. All supplier inquiries must be submitted online through the Supplier Portal. By submitting a quote, suppliers affirm receipt of the solicitation and all amendments, agreement to furnish services at quoted prices, compliance with all terms and conditions, and certification of no collusion with competing bidders.

The contract may be renewed annually by written agreement of both parties, up to a total contract cost of $25,000 including the original agreement and subsequent renewals, or for a total time period of five years from the effective date, whichever comes first. The procurement is governed by Alabama state law with exclusive venue in Montgomery, Alabama.

Suppliers must comply with Alabama's E-Verify enrollment requirements if they employ one or more employees within the state, with verification documentation required within five calendar days of notification. All suppliers must provide a completed Disclosure Statement for contracts exceeding $25,000 within ten days of award. The State reserves the right to conduct cost realism and price reasonableness analyses on all bids and to request proof of supplier qualifications including manufacturer authorizations, professional licenses, and certificates of insurance. Price increases during contract performance may be considered if justified and documented, but cannot exceed the lesser of industry-specific price index increases or five percent of annual contract cost. The State is exempt from sales tax and vendors must accept multiple forms of electronic payment including state-issued credit cards, P-cards, and EFT transfers at no additional cost to the State.
