About this opportunity
The State of Alabama Office of the Chief Procurement Officer is soliciting proposals for licensing database hosting, management, and maintenance under a sole-source Quick Quote, with responses due September 16, 2026. This is a sole-source procurement, which eliminates competitive bid consideration.
Suppliers must register in Alabama Buys and submit responses electronically through the platform by the close date. Supplier inquiries must be submitted online through the Supplier Portal to maintain a record of all communications. By submitting a quote, suppliers affirm receipt of the solicitation and all amendments, agreement to furnish services at the quoted price, and compliance with all terms and conditions, including certification that they have not engaged in collusion among bidders.
The contract is governed by Alabama law with sole venue in Montgomery and is administered under Division 4 of the Department of Finance Administrative Code (Chapters 355-4-1 through 355-4-6), effective October 1, 2022. Any resulting contract may be renewed annually by written agreement of both parties, up to a total contract cost of $25,000 (including the original agreement and any subsequent renewals) or a total time period of five years from the effective date.
Suppliers must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act and provide E-Verify enrollment documentation prior to award if they employ one or more employees within Alabama. Foreign entities must register with the Alabama Secretary of State's Office before transacting business in the State. Suppliers must certify compliance with Section 41-4-142 regarding Alabama State and local sales, use, and lease tax collection and remittance.
Price escalation requests may be considered if material, labor, or other contract component costs significantly increase through no fault of the supplier, provided justification and manufacturer documentation are provided; any approved increases cannot exceed 5 percent of the annual contract cost. Vendors must accept multiple forms of electronic payment, including state-issued credit cards, P-cards, and EFT transfers, at no additional cost to the State.
