About this opportunity

The Missouri Department of Transportation (MoDOT), specifically for the St. Louis District, is seeking competitive sealed bids for a one-time purchase of a single 35-ton mobile boom crane unit through an Invitation for Bid (IFB) with solicitation number IFB605CO21001633. The procurement requires a crane with an 85-foot boom, truck mount with front turret, and stand-up controls, with the Load King Stinger 35-100 model with a Freightliner 114SD chassis serving as the baseline specification. Equivalent alternatives will be considered, provided vendors submit detailed technical specifications for review. The bid is due on April 12, 2021, at 2:00 PM CDT, with submissions accepted exclusively through the MissouriBUYS electronic procurement system or by mail via USPS, UPS, or FedEx. Vendors must provide comprehensive documentation including an operator's manual, parts book, technical service manual, and training materials. The contract requires training on safe operation and routine maintenance to be conducted within 30 days of delivery at the specified location in Ballwin, Missouri (2309 Barrett Station). MoDOT will evaluate bids based on the lowest responsive and responsible bidder meeting all mandatory specifications, with an estimated annual usage of approximately 360 hours and 15,000 miles per year.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with aspirational goals of 10% MBE and 5% WBE participation through various engagement methods including subcontractors, suppliers, and joint ventures. A 10% price preference will be applied for products manufactured or produced in the United States for purchases exceeding $25,000. Vendors must comply with the Domestic Products Procurement Act and the Anti-Discrimination Against Israel Act. The contract includes provisions for standard manufacturer's warranty coverage, with optional extended warranty coverage available at additional per-year pricing. Liquidated damages of $100 per day will be assessed for late delivery. While no specific budget range is explicitly stated, the solicitation indicates this is a one-time purchase with net 30-day payment terms. The procurement is funded through state sources, and MoDOT reserves the right to reject any or all bids. There is no mention of an incumbent vendor, and the contract does not include renewal options.
