About this opportunity
The City of San Diego is requesting bids on traffic signal and intersection improvements at 32nd Street and Market Street, with bids due October 14, 2026 at 2:00 p.m., and mandatory pre-bid attendance on September 22 at 10:00 a.m. via Microsoft Teams. This contract is restricted to City-certified Small Local Business Enterprise (SLBE) and Emerging Local Business Enterprise (ELBE) firms only — a hard set-aside that filters eligible bidders.
The scope includes installation of new traffic signal poles and mast arms, vehicle and pedestrian signal indications, audible pedestrian countdown signals, traffic signal controller and cabinet, curb ramps, vehicle detector loops, pedestrian push buttons, traffic signal interconnect cable, EVPE, traffic signs, and pavement striping, plus all associated civil, electrical, and traffic signal improvements. The contract time is 240 working days. Place of performance is San Diego, California.
The estimated construction cost is $603,000. The prime contractor must hold either an A or C-10 California contractor license and be prequalified for the total bid amount. Bid security of 10% of the total bid amount is required at submission in the form of a cashier's check, certified check, or corporate surety bond. State and federal prevailing wage rates and apprenticeship requirements apply. The contract is subject to the City's Subcontracting Participation Requirements for the SLBE Program, Equal Opportunity Contracting Program requirements, and California Department of Industrial Relations compliance for in-use off-road diesel fueled fleet regulations. A voluntary subcontractor participation goal of 10% applies for DBE, DVBE, WBE, MBE, SLBE, and ELBE certified subcontractors. Bids are submitted through the City's electronic bidding system (PlanetBids). Award is anticipated within approximately 21 days of bid opening, contingent on contractor compliance with all conditions of award.
