About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting workforce development services to deliver a "Surviving a Layoff" program serving 2,500 individuals, with quotes due October 8, 2026 under a Quick Quotes solicitation (3005-Surviving a Layoff).

Suppliers must register in Alabama Buys and submit responses electronically through the platform. All inquiries must be submitted online through the Supplier Portal. By submitting a quote, suppliers affirm receipt of all solicitation materials and amendments, agree to furnish services at quoted prices, and certify compliance with all terms and conditions.

The maximum total contract cost is $25,000 across the original agreement and any subsequent renewals, or a total time period of five years from the effective date, whichever occurs first. The pricing structure establishes a not-to-exceed total of $25,000 for the entire contract term. The State reserves the right to conduct cost realism and price reasonableness analysis on all bids at the Chief Procurement Officer's sole discretion.

The contract may be renewed annually by written agreement of both parties. Price escalation requests may be considered if material, labor, or other contract components significantly increase through no fault of the supplier, provided increases do not exceed 5 percent of annual contract cost and are supported by documentation from manufacturers or suppliers.

Suppliers must be registered with the Alabama Secretary of State if they are foreign entities conducting business in Alabama, and must verify enrollment in the E-Verify program if they employ workers within the state. All suppliers must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act and certify compliance with state sales tax collection and remittance requirements. The State is exempt from sales tax and will furnish exemption letters upon request. Disputes shall be resolved through negotiation and, if necessary, non-binding alternative dispute resolution conducted in Montgomery, Alabama.
