This is information-gathering only — submission does not create an offer, and no contract award will result from responses.

The system must track dispensed prescriptions for Schedule II–V drugs and drugs of concern to support licensed health professionals in treatment decisions and enable regulatory bodies to identify potential over-prescribing, over-dispensing, and drug diversion under the North Carolina Controlled Substances Reporting System Act. The solution must maintain integrations with American Society for Automation in Pharmacy (ASAP) Version 4.2 to 5.0, National Association of Boards of Pharmacy PMP InterConnect, and NC HealthConnex; support over 95,000 registered users; achieve 99.5% availability with 24/7 helpdesk support; and comply with HIPAA, 42 CFR Part 2, and applicable state regulations.

Respondents must provide estimated costs for purchasing, implementation, and operations including license models and average annual support costs, implementation timelines, and total cost of ownership analysis. Detailed responses must address performance requirements, operations, security compliance, scalability, disaster recovery, vendor experience with similar state or agency implementations, company background, and references. Clarification questions are due August 31, 2026 at 5:00 PM Eastern Time via the Ariba Sourcing Tool. DHHS may invite respondents to present submissions in person or virtually with at least two weeks' advance notice.
