About this opportunity

The State of North Carolina Department of Health and Human Services, Division of Employment and Independence for People with Disabilities is requesting bids for janitorial services at its Asheville office located at 8 Barbetta Dr. under IFB 30-270006-EIPD, with bids due August 7, 2026 at 2:00 p.m. ET and a mandatory site visit on July 28, 2026 at 10:00 a.m. ET — failure to attend will result in bid rejection.

The scope covers daily, weekly, monthly, bi-annual, and annual janitorial services for a 9,860-square-foot, one-story facility containing 36 offices, 2 conference rooms, 3 common areas, and 3 bathrooms. The vendor must supply all consumable materials including toilet paper, paper towels, anti-bacterial hand soap, trash liners, air fresheners, and EPA-registered disinfectants. The vendor is responsible for all equipment, materials, labor, and current Material Safety Data Sheets for all chemicals. Monthly inspections are included, with unsatisfactory service potentially triggering default.

The initial contract term runs one year beginning September 1, 2026, or upon final contract execution, with the vendor required to begin work within five business days of the effective date. The State reserves the option to renew for up to two additional one-year terms at its sole discretion. Bids must be submitted as firm fixed pricing through the Ariba Sourcing Tool and will be evaluated on past performance and total cost. Vendors may propose optional emergency and ad hoc services at specified hourly rates.

The vendor must be registered with the North Carolina Secretary of State and in good standing with the eVP system; failure to provide registration documentation within 10 business days of award may result in disqualification. Insurance requirements apply based on contract scope. Vendors must conduct annual criminal background checks on performing employees. Written questions are due July 29, 2026 at 4:00 p.m. ET, with responses by July 31. Award is anticipated in August 2026. Transition assistance of up to three months may be required if the contract is not renewed or is canceled.
