About this opportunity
The Virginia Department of Transportation (VDOT) is soliciting bids for slurry seal application on secondary roads across multiple locations in the Salem District, with bids due October 28, 2026. Prequalification is required to bid.
The scope covers approximately 616,594 square yards of emulsified asphalt slurry seal on secondary pavement, along with associated flagger services, pavement marking eradication, temporary pavement markings, maintenance of traffic, and permanent pavement line markings across various counties and routes. Work must comply with VDOT Road and Bridge Specifications (2020 and subsequent supplements), Virginia Work Area Protection Manual version 11.0, and Virginia MUTCD version 11.0. Project completion is October 17, 2027, and the contract is federally funded through FHWA Project PM02496, making Davis-Bacon prevailing wage requirements applicable. Wage determinations vary by county (Carroll, Henry/Martinsville, Patrick, Bedford, Franklin, Giles, and others) with rates including Truck Driver Multi-Axle at $16.10–$17.99 per hour, Flagger at $11.45–$11.84 per hour, and Operator classifications ranging from $12.25–$26.68 per hour. Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage requirements of $13.65 per hour apply.
Bidders must submit all questions through VDOT's Contractors Advertisement Bulletin Board (CABB). All subcontractors and suppliers must be identified on the Subcontractor/Supplier Solicitation and Utilization Form (C-48), with bidders required to certify direct contact with named firms regarding participation. A bid bond equal to five percent of total bid dollar value is required; failure to execute the contract upon award results in forfeiture as liquidated damages. VDOT reserves the right to delete routes based on budgetary constraints and predetermined priority listings, which may affect final work quantities.
