About this opportunity

The Massachusetts Executive Office of Health and Human Services (EOHHS) is soliciting grant applications to implement the Safe and Successful Youth Initiative Human Trafficking Intervention Program under 815 CMR 2.00, with responses due October 9, 2026 and a written questions deadline of September 18, 2026.

The program targets children, youth, and young adults up to age 30 who are victims, survivors, or at risk of human trafficking. Grantees must be registered Massachusetts business entities with substantial experience working with human trafficking victims. Core service deliverables include survivor mentoring, case management, systems coordination, and collaboration with state agencies and community-based organizations. Grantees may propose supplemental services such as behavioral healthcare and nonclinical groups, and statewide training and technical assistance activities. Key personnel requirements include a policy lead, program supervisor, survivor mentors, case managers, and a project manager for statewide training. All staff must undergo background checks including registered sex offender and child protective services record checks. Staffing must include individuals with lived experience of human trafficking. Grantees are responsible for all subgrantee performance.

EOHHS anticipates awarding approximately $900,000 in FY2027 and $1.8 million in subsequent years to three to five grantees. The grant agreement term runs from execution through June 30, 2029, with potential extension through June 30, 2036 in increments determined by EOHHS. Compensation is based on actual quarterly expenditures for satisfactory performance. Allowable costs include staff salaries and fringe benefits, office supplies and equipment, training, occupancy costs, subgrant costs, in-state travel, stipends and prosocial activity costs, and direct financial assistance to participants. Indirect costs are capped at 15% of total direct costs.

Responses will be evaluated on programmatic comprehensiveness, appropriateness, feasibility, innovation, and responsiveness, with cost considered as one factor but not the determining factor. Submissions must be made electronically via COMMBUYS; facsimile and email submissions are not accepted. All responses must include a completed Response Form and Budget Form covering FY2027 (January 1–June 30), FY2028, and FY2029. EOHHS reserves the right to negotiate terms, reject responses, reopen procurement, or modify funding. The anticipated grant start date is January 1, 2027.
