All core facilities and shared-use spaces — cafeteria, media center, administrative areas, physical education facilities, parking, utilities, and site infrastructure — must be initially designed and sized to accommodate the full 2,500-student capacity. The design shall incorporate a compact multistory campus configuration maximizing land utilization while maintaining operational efficiency, student safety, flexibility, and sustainability. Prototype schools are welcome but not mandatory.
The established construction budget is $150 million with a cost per student station of $46,023. The design schedule requires schematic design completion by May 29, 2027; 100% design development by August 28, 2027; 100% construction documents by December 18, 2027; and permitted construction documents by January 29, 2028. Contract award is anticipated for January 2027, with design notice to proceed on January 24, 2027.
Proposers must be Florida-licensed architects authorized to practice in Palm Beach County and demonstrate proof of business location in Palm Beach, Broward, or Miami-Dade Counties. SBE firms are limited to those with average gross sales not exceeding $6 million over the last three years. All proposals must be submitted electronically through BidNet Direct and include professional licenses, certificates of insurance, drug-free workplace certification, and E-Verify compliance documentation.
A mandatory site visit is scheduled for October 6, 2026. Phase I evaluation meetings are scheduled for September 29, 2026, evaluating experience, project team qualifications, workload, business location, and SBE status for 165 points. Phase II evaluation meetings on October 20, 2026 evaluate approach and methods and schedule and budget feasibility for shortlisted firms, with 150 points possible.
