About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting quotes for books under a sole-source Quick Quote solicitation (271782), with quotes due September 22, 2026.

The procurement is restricted to sole-source procurement, meaning only one vendor is authorized to supply the books. Suppliers must register in Alabama Buys and submit quotes electronically through the Public Solicitation site by the close date and time. By submitting a quote, suppliers affirm receipt of the solicitation and all amendments, agreement to furnish items at quoted prices, and compliance with all terms and conditions including certification that they have not engaged in collusion or bid-fixing.

Any resulting contract may be renewed annually by written agreement of both parties, up to a total contract cost of $25,000 or five years from the effective date, whichever occurs first. The State reserves the right to conduct cost realism and price reasonableness analysis on any or all bids at the Chief Procurement Officer's sole discretion. Price escalation requests may be considered if material, labor, or other contract component costs significantly increase, provided that proposed increases do not exceed increases in industry-specific price indices or the Consumer Price Index and cannot exceed 5 percent of annual contract cost. All price increases must be approved in writing by both parties and cannot cause the total contract cost to exceed $25,000. Suppliers must comply with Alabama state law regarding sales tax exemption for state purchases and must accept multiple forms of electronic payment — state-issued credit cards, P-cards, and electronic fund transfers — at no additional cost to the State.
