About this opportunity

Fayette County, Georgia is requesting Statements of Qualifications for engineering and design services on the Kenwood Road Multi-Use Path Project (GDOT PI 0021592), with SOQs due September 30, 2026 at 3:00 p.m. Prime consultants must hold Georgia Department of Transportation prequalifications in area classes 3.01 (Two-Lane or Multi-lane Rural Roadway Design), 3.02 (Two-Lane or Multi-lane Urban Roadway Design), and 3.13 (Facilities for Bicycles and Pedestrians), with at least half of required area classes held by the prime; the project team must collectively hold additional prequalifications in NEPA, environmental studies, traffic analysis, utility coordination, surveying, and construction engineering.

The scope encompasses approximately 1.9 miles of multi-use path along Kenwood Road connecting to North Fayette Elementary School and nearby neighborhoods, with deliverables including concept development, environmental documentation, database preparation, preliminary and final plans, right-of-way services, geotechnical studies, and construction services through project completion. The contract is structured as a multi-phase, project-specific agreement anticipated through the preliminary engineering phase with potential extension for construction engineering and inspection.

The selection process is two-phase: Phase I evaluates experience, qualifications, and resources/workload capacity to shortlist three to five finalists; Phase II requires finalists to submit technical approaches and past performance information for final ranking and award. The contract amount will be determined through negotiation with the highest-ranked finalist using lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation. Respondents must maintain general liability insurance of $1,000,000, automobile liability of $1,000,000, and professional liability insurance of $2,000,000, with workers' compensation coverage as required by Georgia statute. Standard payment terms are Net 30. All work must comply with current GDOT Plan Development Process standards, specifications, and guidelines, and federal compliance requirements including DBE assurances, suspension and debarment verification, and Title VI non-discrimination provisions apply.
